UEFA asks Israel to assure safety of visiting clubs

JERUSALEM, July 27 (Reuters) - UEFA, has written to the Israeli FA asking them to provide added safety assurances for clubs due to visit the country to face local opponents in European competitions.
The request came after a meeting of UEFA's Emergency Panel in Switzerland which discussed the security situation in Israel resulting from the conflict in Lebanon.
"UEFA (today asked) for written assurances from the both FA and the relevant public authorities involved, guaranteeing safety and security around UEFA matches to be played in the Tel Aviv area," the statement said.
The letter also called for the Israeli FA to submit a backup plan to UEFA in the event that the security situation in the Jewish state deteriorates.
"We have thoughts and plans in the event that things get worse, but I sincerely hope they will not be needed ... in the meantime matches will be played in the Tel Aviv area," Israeli FA chairman Iche Menahem told Israel Radio.
Security fears have increased in the Jewish state as a result of the conflict between Israel and Hizbollah which began earlier this month.
Israeli clubs had feared that European soccer's governing body might decide to move matches out of the country for the Champions League and UEFA Cup qualifying rounds which are due to be played next month.
Maccabi Haifa are in the third qualifying round of the Champions League, while Hapoel Tel Aviv, Beitar Jerusalem and Bnei Yehuda Tel Aviv are due to play in the second qualifying round of the UEFA Cup.
The clubs' opponents will be determined at the UEFA draw to be made on Friday.
International soccer returned to Israel in April 2004 after a 25-month ban due to a worsening of the security situation in the country. Matches can only be played in the Tel Aviv area.
Between March 2002 and April 2004 Israeli teams had to host opponents in a number of European venues including Cyprus, Turkey, Italy and Bulgaria.

ISRAEL last night ordered a dramatic escalation of its air offensive in southern Lebanon after a cabinet minister warned that all those who remained in the region would be treated as the enemy.
The Israeli ultimatum came as al-Qa'ida's second-in-command, Ayman al-Zawahiri, warned in a videotape aired by Arabic television network al-Jazeera that the terror group would not stand idly by as Israel rained rockets on Lebanon and the Gaza Strip.

It was the first reaction by al-Qa'ida to the Israeli onslaughts, which started late last month in Gaza and spread to Lebanon on July 12. And it comes as Israel has been running into stronger-than-expected resistance from Hezbollah fighters in Lebanon.

The slow Israeli progress in the ground war was highlighted by the death of nine Israeli troops in an ambush on Wednesday at Bent Jbail, a town just 4km inside Lebanon that the Israeli Defence Force had said was under its control several days ago.

Following a cabinet meeting last night, Israeli Prime Minister Ehud Olmert ordered the air offensive to be stepped up but, wary of being drawn into a broader-than-planned ground campaign, resisted calls for more troops to push into southern Lebanon.

Israeli military officials said they expected several more weeks of fighting and Justice Minister Haim Ramon said the failure of an international meeting in Rome to call for an immediate ceasefire had given Israel the go-ahead to continue its attacks.

Before the cabinet meeting, Mr Ramon said Israel no longer regarded Bent Jbail as a civilian zone and foreshadowed that the Israeli assault on the area would intensify. "Everyone who is still in south Lebanon is linked to Hezbollah; we have called on all who are there to leave," he said. "Bent Jbail is not a civilian location; we have to treat it like a military zone."

Hezbollah MP Hussein al-Hajj Hassan told The Australian the battle of Bent Jbail was "already a legend among Arabs" and warned Israel that Hezbollah would fight to the last man in the village. He denied that any foreigners were fighting for Hezbollah, saying: "Our martyrs all come from that village and that area. That's why we will win."

Israeli officials announced a week ago that they had seriously diminished Hezbollah's military capabilities but the Islamic militia has continued to battle fiercely on the ground and to fire rockets into northern Israel.

On Wednesday, Hezbollah increased its barrage, launching a record 151 rockets at Israeli towns and cities, taking the total since fighting erupted to more than 1400.

Hezbollah leader Hassan Nasrallah said his fighters were winning the battles on the ground, where the area's rugged terrain made it difficult for Israel's heavy tanks to operate.
A major problem for the Israeli military is that its massive air campaign may be running out of obvious Hezbollah targets to hit, while the heavy civilian casualties of its air and rocket attacks are feeding international criticism of the assault.

However, support in Israel remains overwhelming, despite an increase in the number of those who want to stop fighting in Lebanon, an opinion poll published yesterday showed.

The Maariv newspaper poll said that support for fighting until the guerillas were driven from the border, and only then allowing talks on a truce, had dropped over the week from 90per cent to 82 per cent.

Support for stopping the war immediately to allow negotiations on the return of two captured Israeli soldiers rose from 8 per cent to 12 per cent - a difference that was still within the poll's 4.3per cent margin of error.

The 400 Lebanese who have died, an overwhelming number of them civilian and many of them children, were not feeling any birthpangs. They were feeling deathpangs.Her description of the conflagration in Lebanon as the “birthpangs of a new Middle East” was about as callous as it gets, matched only by Bush’s remark that the conflict represents “a moment of opportunity.”

The 400 Lebanese who have died, an overwhelming number of them civilian and many of them children, were not feeling any birthpangs. They were feeling deathpangs.

Nor were families of the Israeli victims (about 50 so far, and most of them soldiers) cheering the new day, either.

It starts out with an immediate cease-fire. Following that would come:

• the release of Lebanese and Israeli prisoners; Israeli withdrawal behind the border; the return of Lebanese displaced by the fighting.

• moves to resolve the status of Chebaa Farms, a small piece of land held by Israel and claimed by Lebanon. The proposal calls for the U.N. Security Council to commit to putting the area under U.N. control until a final demarcation of the border.

• the provision by Israel of maps of minefields laid during its 18-year occupation of the south.

• "the spreading of Lebanese government authority over the entire country," meaning the deployment of the Lebanese army in the south, with the strengthening and increasing of the small, lightly armed U.N. peacekeeping force currently there.
