A speaker at a conference in Sydney's south-west says a revolution or a civil war may be necessary in order to create an Islamic state, or caliphate.
The meeting has been organised by the controversial Muslim group Hizb ut-Tahrir, which is banned in several countries overseas.
A number of politicians have called for the group to be banned here.
One of today's speakers, Ashraf Doureihi, told the audience action needs to be taken to ensure an Islamic state is created.
"It is important... [to move] collectively in the Muslim world to demand this change from such influential people in our lands, even if it means spilling onto the streets to create a revolution or staging a military coup," he said.
Hizb ut-Tahrir spokesman Wassim Doureihi has told the audience a number of speakers will address the meeting today and discuss ways of establishing an Islamic super-state.
"As we were here today, what is at stake is not just the destiny of the Muslim world but indeed the whole of mankind," he said.
The conference runs all day.

Muslins want Sharia law in France - Kashmir and the UK. Now they want A Muslin state in Sydeny - where will it end. Jimbo, I would like to share a story with you.
A lady I work with has a son in Iraq and he was on patrol when he saw a man pull a gun out and shoot a fifteen year old boy. He arrested the man but the Iraqi police let him go.
It turnout the boy was his son and he wrecked his Dad’s car earlier that day so Dad shoot him in the head - Muslin law or Sharia Law it is legal to kill your child.
I know your braver than me Jimbo but Sharia law scares me.

Mike, this world is full of scary things. This world is full of injustice. The human species is made up of 99% insane demonic impulses and 0.05% insane saintly impulses both of which are stark raving mad by any reasonable definition.
Once you understand that we Homo Sapiens are basically predatory mammals in out fundamental instincts and drives and learn how predatory mammals behave in various situations then it is simple to predict how groups of people will behave in stress situations.
France has already been conqured by the Moslem invasion. Its just a matter of mop up operations by the radical Moslem wing. Spain is nearly conqured. They are in retreat. It dosen't look good for the rest of Europe.
Europe has been through this with the Moslems before. As soon as they stop allowing themselves to be blind sided by their own foolish PC they will execute the really bad ones, send the petty crimminals back home and keep the honest productive ones as citizens. I fear that a lot of dogmatically PC Europens will die before the rest of them wake up.
We have our own invasion to deal with and our own PC crowd. I fear that our awaking will be a lot later then it should have been.
